The TV communication required for the lunar prize can be achieved with a high-gain antenna, but this has a narrow beam that has to be pointed accurately to earth.Here is a gimbal that can achieve the accurate pointing. Technology to ‘see’ the Earth and control the gimbal are other matters yet to come.
